The waveforms are used for updating the e-ink screens. They are part of how the partial updates can be done. They are specific to the screen model.

Dark mode does work with the older devices running firmware 4.28.x or later. But, it is not in the UI. And won't be. The waveforms for making the dark mode properly do not exist and are extremely unlikely to be created. Without them, Kobo does not consider the experience using Dark Mode would be good. But, they don't block someone from adding the option to the config file. You can do that, or NickelMenu as in the link above, but, that is your choice.
