Don't do the two lines of the Chapter heading as two paragraphs unless the second one is bodytext level!
Do Shift Return.
Don't use page-break-after: avoid; because the problem is the Chapter heading structure. The paragraph style only needs Page break Before (and NO selected page style) in the wordprocessor.
