You could add the following to your class for chapter titles:

page-break-after: avoid;

I also use P tags and not H tags for all my classes. I use "chapter" for the top line in each chapter, and if there's a second line in each chapter (like if you have an anthology with the chapter title and the author's name underneath the chapter title), I use "chapter1." My chapter files never get split during conversion...and I don't have to add the line above to the "chapter" class. I'm not sure if the above line would help, if you're using H tags, but it might be worth trying.
