Create a docx. Make sure headings, styles and human Contents with links is OK.
Import to Calibre
Convert to an epub2.
Word or LO Writer can manage copy & pasted HTML from browser, or to an extent directly. I save in odt with Writer and create an extra Save As in docx. I used various versions of Word from 1992 to 2014.
Do all other conversions from the epub.
I've never ever had a problem with mobi, dual mobi, azw3, either kind of pdb or lrf on Calibre.
I don't use Calibre for PDFs, though I tested PDF creation.
There are indeed two incompatible versions of pdb. One of my Palm Z22 programs can only read one and the Mobipocket reader can read either, but not actual mobi files.
What is "Palm ereader"? Both the ebook apps on my Palm, Mobi and the other one were downloaded from an obsolete programs site for ancient HW. It's not much fun reading on the 160 x 160 pixel screen with either.
