Just discovered this, not sure if you are still reading a couple of years later...
I too would love to be able to take an EPUB and just convert all of the recipes in it to Paprika!
But, assuming you have an HTML file and you want to open it in Paprika, you need to run a local web server and then point Paprika at that. (It won't work trying to open the HTML file directly in Paprika.)
