I can't tell which he intended it as either.

From looking at Standard Ebooks' files in the past I can tell you that they do contain a lot more formatting etc, so his statement that "50% of the text in the HTML is all of the "stuff" that they use" is probably about right.

The "stuff" that they use makes sure that the reading experience of their files is up to their standards of quality no matter where you read it, though. I'd say it's actually quite good.

He might prefer more barebones HTML and rely on his reader's own formatting, so it could also be a criticism. Again, I can't tell.
