Indeed Publishing and copyright should ONLY depend on the rules where the publishing is. Anything else is unfair.

We used to have a reasonable Berne Convention. Ironically the USA often "pirated" other countries books up to maybe 1960s. Now due to Disney and other big US Corporate lobbyists the USA has the evil DMCA and is exporting abusive Copyright terms as part of any trade agreements.

Authors and creators are not benefiting.

In British Empire days and even up to the 1950s the USA and UK agreed to secret carve up of various markets based on prior colonialism or conquering. This applied to English Language publishing too, disadvantaging authors and consumers. UK distributors essentially blocked many USA published books and magazines.

There is now a publisher driven campaign to make post Brexit UK copyright rules more favourable for sales in UK of the publishers who operate there.

It's a mess of protectionism. Meanwhile Amazon grows at the expensive of everyone else in online paper print sales (80%+ in USA), own publishing and English language ebooks (90% + in world) and majority of Audiobooks. Google ignores others copyrights in scanning and YouTube but enforces their own and spends millions in USA, EU and other places on lobbying and supporting front organisations to get what they want.
