I suppose it's possible that someone lost their job, couldn't take care of themselves or their dog, and left him in what they hoped was a wealthy enough neighborhood that someone would take him in and be able to care for him... (hey, I didn't say this hypothetical person would be very bright.)

Or, perhaps someone was vacationing in the area and their dog ran off (chasing something-- dogs do that, right?), and they couldn't find him before they had to leave?

Interesting. The English/AU spelling dictionary (which is apparently what Firefox had defaulted to) didn't know "vacationing," and the English/US version does. I suppose it would be "on holiday" in Australia, so maybe "vacationing" isn't a word there. Anyone want to confirm or dispute?
