SOLVED! A long (repeat LONG!) phone call with Dell, and the problem was easily solved after a TOTAL re-install of Windows10 on the new machine. I DO wish the smart folks at MS would figure out how to solve problems without total re-installs. But now, after something like 12 hours of resetting and installing everything....CALIBRE installed properly. There was NOTHING WRONG with Calibre....it was Windows.
