ebooks by default OUGHT to be a page at a time no matter what format. Scrolling an entire document was a bad decision at the start of HTML. Scrolls were obsolete over 2000 years ago. It's horrible if you are used to books. Also eink is abysmal at scrolling, though perhaps a majority read on phones and tablets.
The default behaviour for PDFs and all ebooks on anything is a page at a time.
PDFs are a portable way of proofing or reading material designed for a particular size of paper.
Real ebooks (most Amazon and epub) are designed that the virtual "paper page" is exactly the size of the device screen or an application window on a desktop/laptop OS.
