Amazon seems to be rolling out a revamped Manage My Content page. When I click on the link, it now takes me to: amazon.com/hz/mycd/digital-console ... So far I get the new digital console layout on Safari and Firefox, but not yet on Chrome.

This new digital console page opens a new browser page when downloading for USB. If you've blocked pop-ups, the new browser page is blocked and the download fails to happen.

On Safari: Preferences > Websites > Pop-up Windows (at bottom) > amazon.com > Allow. If you don't see amazon.com, go to amazon.com before opening Preferences. You may also get a little notification in the address bar about a blocked pop-up window and can allow it from there, but it's really subtle and I missed it at first.

I don't usually use Firefox, but when I tested, I got a little notification at the top of the browser window saying a pop-up has been blocked, and if I allow the pop-up, a new browser page opens and the download proceeds. You can also go to: Preferences > Privacy & Security > Permissions > Block pop-up windows > Exceptions > enter amazon.com

I am running Catalina, so Big Sur may be a little different.
