Sigil has the ability to insert the proper ending tag at any text position. Just use that menu.
Sorting is not done numerically. Simply group rename your images in Sigil is you want to inject leading 0s to force a particular sort. This is very easy to do in Sigil.
Saving a file is never slow on my system. Not sure why that would be for you.
