HC's website is misleading in other ways, as well. The book I wanted showed to be on sale for $2.99, but that offer was for 2013 (!) and expired, though still was displayed as-if... The actual price was $9.95, as I learned after adding it to my cart.

So no, not downloadable. I can only read on my computer since the app isn't available in my local app stores.
