Look at the "DPI" setting in the *bottom* menu of an ePub document (or, optionally, at image-related Style Tweaks). The default setting is explicitly 96, meaning inline images are rendered unscaled.
(There may be markup trickery where this doesn't apply quite the same? This isn't my forte, someone else may have a more detailed answer for you).
