For epubs, simply add a font with Courier as the first part of the name into the fonts folder and font-family: monospace will use that font. If you prefer a different font name, you can enable a patch in the Default ePub monospace font patch in the librmsdk patches to reflect that font name.

That's been the default behaviour in Kobo's firmware for quite a few revisions now.
