The Amazon gods have heard my prayers: the feature showed up on my iPad and on my Android tablet.

But still not on iPhone (has Aa menu, but only option to Lock Orientation) or iPad Pro (still no Aa menu).

Update: finally showed up on iPhone and iPad as well. It ‘seemed to’ require re-download of some comics (that I’d just downloaded a couple of days ago). And as noted above, some comics don’t support the options even though they have guided view.
