Solved the problem
I know this thread is a little old but here's how I fixed my problem. I have a Libra H2O that would not connect to my laptop. My laptop has 2 USB-C ports and 2 USB 3 ports. I tried all my cables and my Kobo would only charge. I have a USB-C hub that has 2 USB3 ports and 2 USB2 ports. Once I plugged my kobo into the USB2 ports it connected to my laptop. But if I try to plug into the USB3 ports it will only charge. Hope this helps anyone that runs across this.
