Out of curiosity, what type of drive is your F:? Are you running Calibre Portable from an external hard drive?

Is there a _bz2.pyd file located in the calibre\app\bin directory? I would suggest reinstalling Calibre Portable since the error message appears to indicate an attempt to load a corrupt DLL file (pyd is a Python library file packaged as a DLL). For what it's worth, the SHA256 checksum for _bz2.pyd in Calibre Portable 5.20 is 182A2FCDAB94E95C7A14807C5C368723031887375A760F3F73 2916FAB9600543
