I don't know how you got the idea that being on a list of all known kindle models means the firmware can be downgraded. The only current kindles that can be downgraded are older Paperwhite 4's.
By the way, are you sure yours came with 5.13.5 out of the box and didn't silently upgrade on you? If so, that means that new in box unjailbreakable kindles are now out in the wild.
