I disagree with that.
Devs do what they can with limited resources. While I understand that an optimized iPad version is great ( and I wish it was the case for all of them), sometimes it does not make sense.
Also, I don't think the situation is as bad as you describe it. The iPad is doing great because of the great ecosystem / apps optimized for it.
