Photoframes per se are very low resolution and limited compatibility. A decent 10" Lenovo Android tablet is far better. Can take up to a 256 G micro SD card. That can be used to read ebooks, but a 7" Kobo Libra eink is superior for novels. If she wants Amazon Kindle ebooks, then it's possible to use the Kobo, but complicated. The Kindle App will work, but a PaperWhite 4 without adverts is a better reading experience.
I read my Amazon ebooks on a Kobo Libra even though I have a Paperwhite 3 (which actually makes it simpler).
Even colour eInk is rubbish for photos as there are only 4096 distinct shades. Mono eink just about manages black, white (sort of) and 14 in between shades. The color eink is basically the mono with cunning filter of R, G, B and clear pixels (pure RGB like on an LCD is too dark), so not quite as good for mono. You'd get a decent 10" tablet and a 6" mono eink for the price of the best color eink.
I use the 10" lenovo tablet for chat, email, web, photos, notebook and larger PDFs.
Laptop + Calibre + plugins to convert ebooks and all content creation.
Phone for music, audiobooks and reading if I forgot to pack an ereader.
