I had the same problem. I was reading one webtoon and got so confused because characters were fighting one moment and then suddenly they are at a cafe all ovey dovey, and I was like "huh, what??"
There might be several reasons, for example;
If the panel at the bottom of the image has no solid white or black row below, then the app doesn't consider that as a panel. Therefore it skips that panel. I also found some other bugs again related with webtoon conversion which ends up with missing pages.
I fixed all the bugs I found and created a
pull request. I am not sure if they will approve it quickly though looking at all the pending requests :/
