I believe that part of the original question involved paying to have ads removed vs. a device that was ad-free from the start. As far as I know it does not make any difference. Whether or not you get the new feature appears to be determined randomly for A/B testing purposes.
Actually, there is another aspect to this that I haven’t seen discussed. The cover lock screen is part of a new feature called Kindle Curator. For ad free devices it allows the cover display, but for devices with ads there is also new software to run more complex ad campaigns on the lock screen. Apparently no one has noticed that.
