Sorry. PI is an xml Processing Instruction. Those lines that are encapsulated by <? ?> (though the xml declaration itself is not technically a PI). Your "xml-stylesheet" is one of the more common uses of a processing instruction.
They're not EPUB (or Sigil) specific.
