Does your Wemo smart plug have a built-in hub? I've got several TP-Link (Kasa) LED light bulbs, and they all have built-in hub capability. Occasionally one of the older 1st generation bulbs will lose connectivity with the Kasa app and with Alexa. (They can be controlled either way.) If I manually turn it off (or unplug it) for 20 seconds then toggle it back on it regains WiFi connectivity.
I have an Amazon branded smart plug too, but it doesn't have a built-in hub. It requires Alexa and an Echo device with hub capability. I haven't had any issue of it not connecting via WiFi, but it does occasionally ignore the timed on and off routines I set up in Alexa. I think that could be an Alexa issue though.
You probably already tried unplugging it and the plugging it back in again after 20 seconds, but if not, you might try that and see if it helps. It could also be a WiFi issue, as in being too far from the router. Try moving it closer to the router and see if it works then. If it still doesn't connect, then there is some other issue going on.
