I basically never change the options on each individual download. Very occasionally - often related to when a site does not work or I am on a VPN - I toggle the background metadata option (usually as part of my long-time computer experience - "if I toggle something, and try again, it just might work. Right?. Right?!").
If you feel that it would be better to consolidate almost all options to be global, rather than per-download, feel free to go ahead. I know how much a bother multiple setting levels can be, especially when users report problems, often without mentioning what settings they are using. "Why, of course I am using IE6 to access your React front-end, doesn't everyone?"
