I think the creator of the book was using the landmarks for something they weren't really intended for. Or just did it what they were for. From some quick reading, they are supposed to show the major sections of the book for navigation and accessibility.

The processing is never completely linear. It always starts at 6 or 8 percent. And always disappears before 100%. Possibly at 86%, but, I haven't watched it closely recently. But exactly what happens depends on how many books need to be processed and how big they are. And the bigger the ToC, the longer it takes to process a book.
