That isn't expected. If the image has been restored correctly, the device should boot to the setup screen. Or...

Or maybe this one. But, that screen actually sounds like a powered off screen. Turn it on and see what happens.

Try a manual factory reset. The instructions are on
https://help.kobo.com/hc/en-us/artic...-your-Kobo-Glo. For the state your device is probably in, for the first step, turn the device off by holding the power switch in the off position for about 20 seconds. That will force the device to power off but it will not update the screen.
