In the past I have used Freda (http://www.turnipsoft.co.uk/). It has a local library and connects to calibre's content server. I haven't used it for a few years so I can't vouch for the current version. Back in the day the developer was very responsive.

This site lists 12 Windows reader apps. It is interesting that fbreader is not one of them.
