I don’t understand the steps you outline. Why do you tap GO TO twice? You would tap this one time.
When you tap GO TO what you will see depends on whether the PDF has bookmarks or not, and what labels the author (or whatever generated the PDF) used. If it does have them then you’ll see those listed along with associated page number. Otherwise, you can tap ‘Page or Location’ and type in a page number to go to.
Which PaperWhite model do you have? If it is older, the UI may be different.
