That's a completely different problem from what you described in your first post.
You didn't mention that you had Libby setup before. Libby manages both Kindle and ePub books, so ISBN compatibility issues as described by Kobo's CS won't be an issue in Libby. It is the Kobo that will sometimes (very rarely for me) have that problem. Any time that I discovered a book was missing from Libby, it was because I had a hold for that same book from another library. It's a problem that happens when you use Overdrive's website to manage your holds instead of Libby. I canceled the hold and suddenly the book I had borrowed from the other library appeared under my loans.
You've got a lot of variables going on here. I have a suggestion. Keep it simple. Remove all library cards from overdrive and Libby except one. Make sure that library's loans sync to your Kobo. We can help you suss out compatibility or database issues. Only then, add additional libraries.
