i talked to Kobo customer support regarding the issue, they explained that this might be a compatibility issue. here's their reply:

15. The compatibility error refers to a common issue where a book available at a public library has a ProductID that is different from the one we have at Kobo but the ISBNs are the same.
16. Because of this issue, the book won't sync over OverDrive and you t need to use ADE to sideload the book.
the books are checked out with web browser but some of them don't show up in Libby either.
