You can extract the annotations on a Kobo using the Annotations plugin with Calibre.

With the DeDRM plugin, you aren't locked in and can buy from Amazon and read on Kobo.

An advantage of the Libra vs. the PW4 is that you get a 7" screen instead of a 6" screen. I have a Kobo Aura H2O with a 6.8" screen and I much prefer the larger screen to the 6" screen. After using the H2O for so long, a 6" screen seems small.
