If the PDFs were created with Word, and you have a recent version of Word try opening the PDF itself in Word and saving as DOCX, the results can be surprisingly good.

I am attaching a sample of a PDF that I opened in Word 365, saved as DOCX, and converted that to EPUB with calibre factory settings.
