No, if it has gotten that far, then the OS is definitely installed and getting a reasonable distance into starting up.

That sounds like a dead battery. If things are happening when plugged in, but stop when you unplug them, the likely cause is the battery.

It could just need a factory reset. The method @DNSB doesn't always work as it requires the device to boot to a certain point. For the Aura, you can use the buttons:
  1. Charge the device for at least an hour.
  2. For the device to be off by holding the power button down for about 20 seconds.
  3. Hold the light button down and turn the device on.
  4. Release the light button when the screen changes or the power LED does.

All the steps are important. If it doesn't work, try again but hold each step a little longer. And it should work when plugged in.
