At the Federal level, there was a pandemic response plan that was started under by G.W. Bush after he read a book about the 1918 flu pandemic, and continued by Obama, but it was largely ignored by the last administration. Part of this was the national stockpile of things like PPE and respirators, though I remember reading that budgets passed by Congress have neglected to refresh that for several years. The U.S. CDC also had people stationed at China's CDC to keep up on disease outbreaks in China, but they were pulled in, I think, late 2019, to save money.
