It took +14 minutes, but I could download that story.
I don't see any obvious clues in the logs.
The first log shows download prep and then ends at the point the background job launches. Because it
doesn't then say something like "Worker Launch took: 0.03 seconds", I fear the BG job didn't launch.
Did you get a 'Proceed with updating your library?' dialog at that point? If so, what did it say?
If not, it might be that the BG job failed to launch. That can happen in Calibre sometimes due to conflicts with anti-virus software.
The second log appears to only show a successful download.
