The Winner looks like he could have been inspired by Double-Header*, a reject from the Legion of Super-Heroes.

*He had two heads, as does everyone from his home planet. He was rejected not only because his "power" wasn't useful but mostly because his two heads continually argued with each other, which annoyed everyone.
