Try using the keyboard tools: Alt+space, M will give you the move tool, and Alt+space, S will give you the size tool.
You should be able to move the top edge into view, and reduce window height from the top edge, then move the top edge up the screen until you can see the bottom edge. Once you have all edges visible you should be able to adjust size with the mouse.
