Mandatory flag says to use the hardened DRM, resource level DRM. To quote Adobe on the resource level DRM: "While packaging books, you have an option to enforce resource level DRM hardening."

That's about it for their public documentation. I think it means protecting the epub at the internal to the zip packaged file level as well as at the package level. In other words, two levels of DRM.
