The technical details escape my memory, but the ways that a device detects it is connected to power only vs an actual usb device are inconsistently applied between devices and chargers. The end result, some chargers will cause some devices to think they are connected to a pc, and not a charger. (and I have seen this same issue before where the device detects what it thinks is a host connection on a time interval.) The problem tends to show up on chargers with a USB jack that you use with standard usb cables. It's a pretty harmless problem, however.
