It is a bug, but, it is also affected by the formatting of the book.

There is a bug in the kepub reader that means the full book page numbering is wrong. But, exactly how wrong seems to depend on the book. For the books I read, it happens every 10 pages within a chapter. And sometimes the last page in the chapter isn't counted. These are novels, generally with good code. But, the first time I heard of it here, was with an example that was worse than what you are seeing. This had lots of pictures, different headings and various other formatting. From this, and some other books, I think the pictures and formatting has an affect. And not having a one-to-one relationship between the ToC and the internal files can also cause problems with the page counting.
