If what @geek1011 said is correct, the option is dependent on where you are.

Kobo could be using IP address based geolocation to work out that you are in an area that requires handling the privacy options differently. Hence the URL instead of the options. If that is the case, you would need to use a VPN to give you an IP address in a different location that isn't using those rules.

Or, it could be based on the address you have in your Kobo account. If you change that address to somewhere else, the country or the state will need to be changed. Kobo do not validate the address other than it looks valid for the country selected and the postcode/zipcode is valid. But, this can affect the books available to purchase and possibly ithe tax rules used. There are legal or ethical issues, such as it will break your agreement with Kobo, but that is for you to decide on.

It would be good to have an option to reset the reading stats. I have considered doing this at the start of the year as a way to see what I do. But, I never remember until after I finish my first book for the year. As this is something you want to do, you should tell Kobo so that they know people are interested.
