Is this while your device is connected? The option won't appear without a connected device.

If the icon still isn't there with the device connected, go to Preferences -> Toolbars and Menus -> The main toolbar when a device is connected. Select Send to device from the left-hand column and add it to the right-hand column. That will put the icon on your toolbar when your device is connected.
