I would guess that it has DRM. Detailed help with DRM removal isn't permitted at MobileRead, but you can get info at Apprentice Alf's Wordpress blog.

If it isn't DRM that's the problem, then I suggest using the KindleUnpack plugin rather than conversion, since AZW4 books are PDFs wrapped in a Kindle format, and KindleUnpack will extract the PDF.
