I converted your "fontlocked" book to KFX (after fixing some problems with the OPF) and it works as desired. The special symbols are shown no matter what font the user selects.

Thank you. KFX only, nice to know. I too (but only after adding
<meta name="override-kindle-fonts" content="false" /> to my opf) and converting to KFX got the desired behaviour:
