Is it correct to assume that the listing where it does not state with what devices it is compatible is with more devices compatible than the other one?
(in short: is it correct to conclude that version 1 is compatible with more devices than version 2)

Yes. Amazon's "compatible with..." listings
appear inclusive, but they are actually
exclusive.

Yes. Although the ComicCreator does have more "compatibility" than pretty much any other form of Fixed-layout. It's simply because it's much older. If you use the Comic Creator option of Kindle Create, for example, the compatibility list is much, MUCH shorter. I don't know why Amazon went in that direction; believe me, I wish that they had not.
