I think searching "not identifiers:"=goodreads:" will do this.
To do this without having to use the search syntax, in the tag browser, expand the "Identifiers" category, and scroll down to "goodreads" Clicking on that once will show all books with a goodreads identifier. Clicking a second time will toggle that and show all books WITHOUT a goodreads identifier.
