Do you mean that the touch is working everywhere except for the two buttons on the connect to PC dialog? Do those spots work at other times? Such as in the book list or when a book is opened. If the spots never work it would suggest a hardware fault. And I would recommend returning it as faulty.

If it is working at other times, it could be an updated didn't install properly. I would suggest doing a manual factory reset. This is not the one in the Device information screen. Follow these instructions: https://help.kobo.com/hc/en-us/artic...HD-or-Kobo-Nia. That will wipe the device and put the original firmware back on it and the device can do the update over WiFi or using the Kobo desktop application.
