If turning developer mode on via search doesn't work, you can do it in the config file. Add the following lines:

[DeveloperSettings]
EnableDebugServices=true
From memory, the using devmodeon will add this, but, it has been a while since I did that. The above has been in the config file for all my devices for a very long time. Plus other lines depending on the firmware.
